The project studies, within a quantitative macroeconomic modelling framework, how fiscal-federal transfer systems and debt limits shape the strategic behaviour of regional governments in a monetary union. It analyses the two instruments both separately and jointly, asking how they affect regional fiscal policies, economic stabilisation, cross-regional risk sharing, and the long-run sustainability of public debt.
