Referent Personalcontrolling & Stellenbewirtschaftung (m/w/d) | Specialist in Human Resources Controlling (m/f/d)

Deine Aufgaben:

  • Umsetzung und Weiterentwicklung des Stellenplanmanagements der UTN sowie Betreuung und Überwachung der zugehörigen Budgets und Finanzierungsstrukturen
  • Betreuung des Personal- und Stellenhaushalts sowie Unterstützung der damit verbundenen Planungs-, Abstimmungs- und Umsetzungsprozesse
  • Prüfung der haushaltsrechtlichen Absicherung von Stellen sowie Abstimmung mit internen und externen Beteiligten
  • Analyse und Monitoring der Personalkosten- und Stellenentwicklung sowie Erstellung von Auswertungen, Statistiken und Berichten für unterschiedliche Stakeholder
  • Mitwirkung bei der Sicherstellung einer konsistenten Datenbasis im Personalbereich durch regelmäßige Datenabgleiche und enge Zusammenarbeit mit HR, Finance und weiteren Organisationseinheiten

Dein Profil:

Erforderlich:

  • Erfolgreich abgeschlossenes Hochschulstudium in den Verwaltungswissenschaften, Sozialwissenschaften oder den Wirtschaftswissenschaften oder eine Weiterbildung als Verwaltungsfachwirt/-in (BL II) oder vergleichbar
  • Erste praktische Erfahrung im Bereich Controlling, idealerweise Personalcontrolling
  • Sehr gute schriftliche und mündliche Ausdruckweise in Deutsch sowie Grundkenntnisse in Englisch
  • Fundierte Kenntnisse im Controlling, idealerweise im Personalcontrolling, sowie ein ausgeprägtes Zahlenverständnis und analytische Fähigkeiten
  • Betriebswirtschaftliches Knowhow und konstruktives, lösungsorientiertes Mitdenken
  • Hohes Engagement und Belastbarkeit sowie zuverlässige, strukturierte Arbeitsweise und Teamfähigkeit

Wünschenswert:

  • Einen Studienabschluss mit dem Schwerpunkt Finanzen, Controlling, Personal oder Statistik
  • Berufserfahrung im öffentlichen Dienst oder im Hochschul- bzw. Wissenschaftsbereich
  • Erfahrung mit ERP- bzw. HR-Systemen (z. B. SAP, VIVA oder vergleichbare Systeme)
  • Erfahrung im Reporting sowie in der Erstellung und Aufbereitung von Auswertungen und Statistiken für unterschiedliche Zielgruppen

Specialist in Human Resources Controlling (m/f/d)

You’ll maintain an overview of positions, budgets, and personnel costs, develop meaningful analyses, and thereby support informed decisions at all levels. In doing so, you’ll work closely with HR, Finance, and other departments and make a significant contribution to the further development of our systems and data quality.

Your tasks:

  • Implementing and further developing UTN’s staffing plan management, as well as overseeing and monitoring the associated budgets and funding structures
  • Managing the personnel and staffing budget, and supporting the related planning, coordination, and implementation processes
  • Reviewing the budgetary coverage of positions and coordinating with internal and external stakeholders
  • Analyzing and monitoring personnel cost and staffing trends, as well as preparing evaluations, statistics, and reports for various stakeholders
  • Helping to ensure a consistent data foundation in the HR department through regular data reconciliations and close collaboration with HR, Finance, and other organizational units

Your profile:

Required:

  • A successfully completed bachelor’s degree in public administration, social sciences, or business administration, or advanced training as a certified public administration specialist (BL II) or equivalent
  • Initial practical experience in the field of controlling, ideally in HR controlling
  • Excellent written and verbal communication skills in German, as well as basic knowledge of English
  • In-depth knowledge of controlling, ideally in HR controlling, as well as a strong aptitude for numbers and analytical skills
  • Business management expertise and a constructive, solution-oriented mindset
  • High level of commitment and resilience, as well as a reliable, structured work style and the ability to work well in a team

Desirable:

  • A degree with a focus on finance, management accounting, human resources, or statistics
  • Professional experience in the public sector or in higher education or research
  • Experience with ERP or HR systems (e.g., SAP, VIVA, or comparable systems)
  • Experience in reporting, as well as in creating and preparing analyses and statistics for various target groups
